I have another theory.
I think the layers are sprayed too thickly.
If your paint is thin and you spray too much, you get
small drops / puddles, paint that lies on the surface.
which provides the texture.

Also overspray could give you dusty surface. Try to wipe every dry coat with a dry rag until it feels smooth. Anyway, the texture should gone after clearcoat
