An adhesion promotor is your best bet. This softens the plastic so the paint will stick. First a good clean and scuff is in order though. Bulldog and duplicolor make a decent AP.
What type of plastic? Styrene? Lexan? Resin? Primers may vary based on their substrate adhesion characteristics. What are painting? Wargaing figures? military models? trains? toilet seats? drinking cups?
